改革开放以来,我国农村经济社会各方面发生了巨大变化,乡村治理呈现多元化。新型农民合作经济组织正在乡村经济社会发展中起到非常重要的作用,其在参与乡村治理过程中,能有效缓解传统治理主体缺失的矛盾,遏制乡村治理资源分散分布的趋势,规范乡村社会组织结构的有序化调整转型。作为乡村治理两个主体的政府和农民合作经济组织,长期稳定策略集中在各方均合作或者均不合作,取决于博弈双方利益分配机制的完善和治理成本的降低,从动态调整角度看,农民合作经济组织与政府具有合作的趋势。因此,推动农民合作经济组织积极参与乡村治理,重点要从理顺博弈双方的利益分配机制出发,同时控制影响博弈双方参与治理支出成本的不确定性因素。
