宜昌地区原来是华中电网的末端,葛洲坝电厂发电后,电网结构起了根本变化,宜昌一举成为华中电网的首端,网电压很高。据了解,近几年来,宜昌县的沙坪水电站,兴山县的猴子炮水电站和地区的天府庙水电站等35千伏母线电压在40千伏以上的时间,每年有半年左右。这种情况表明,大电网并不缺少无功电量。可是,电力部门仍采取“一刀切”的政策,要求一律按COSφ等于0.8的功率因数发足无功,否则予以扣款,迫使小水电站压减有功负荷向大电网强行超送无功负荷,电站无辜弃水,机组也在不理想
