科技社团参与决策咨询机制区别于专家参与机制的一项重要环节就是组织利益的整合与表达,以形成一个系统化的政策咨询系统。基于此,本文根据科技社团的参与方式及内容进行划分,将科技社团的参与机制设定为两项主要指标:组织主导性和内容专业性。这两个维度的结合构成了科技社团参与决策咨询的四种主要模式,即平台构建式、问题启发式、任务承接式以及政治参与式。
An important part of the scientific and technological community participating in decision-making consultation mechanism from the expert participation mechanism is the integration and expression of organizational interests so as to form a systematic policy consultation system. Based on this, according to the way and content of the participation of science and technology associations, this paper defines the participation mechanism of science and technology associations as two main indicators: organizational dominance and content professionalism. The combination of these two dimensions constitutes the four major modes of participation of science and technology associations in decision-making consultation: platform-building, problem-solving, task-taking, and political participation.
