保护人民的生命权是公安工作的重中之重,打击杀人犯罪是刑事侦查工作的重要职责。为此,河北省沧州市公安局曾于2002年初提出“命案必破”的工作目标,并将其作为考核各县市区刑侦工作的首选硬性指标。经过一年多的实践,我们体会到:“命案必破”是刑侦部门实践“三个代表”重要思想的具体体现,是保护人民生命权、震慑严重暴力犯罪的有效手段,是挑战刑侦极限、全面提升整体侦查实力的有效途径。 2002年,全市16个县市区共发生杀人案件110起,破获104起,破案率为95％,比2000年提高27％,比2001年提高15％;其中有14起性质恶劣、影响重大的杀人案件全部破获;献县、盐山、沧县、南皮、青县、海兴、孟村等13个县市区实现了“命案无积案”,占县市区数的80％。

In 2002, a total of 110 murders occurred in 16 districts and counties in the city, with 104 cracked and 95% of them being detected, an increase of 27% over 2000 and an increase of 15% over 2001. Among them, 14 cases were of poor quality and significant impact Killing cases were all uncovered; Xianxian, Yanshan, Cangxian, Nanpi, Qingxian, Haixing, Mengcun and other 13 counties and cities to achieve the “murder case no case,” accounting for 80% of the county area.
