１９９８年１１月２５至２６日，在河南考察工作的中央政治局委员、书记处书记、国务院副总理温家宝专程察看了正在施工的黄河防洪专项资金基建工程，先后察看了沁河新右堤除险加固工程、赵口控导工程、九堡险工加高工程。在黄河水利科学研究院温家宝副总理观看了黄河下游防洪模型实验，之后在黄科院召开了座谈会，听取了黄河水利委员会领导的汇报以及专家们关于黄河治理开发问题的发言，并发表了重要讲话。温副总理的讲话针对性强，对治黄工作有深刻的指导意义，给下一步的黄河治理开发工作指明了方向。
