一直以来,我国事业单位在进行人员管理的过程中,主要是以党政机关的管理模式为主。然而,在社会主义市场经济体制不断完善、发展的情况下,这种管理模式已经滞后,表现出了人员管理过于行政化、用人机制灵活程度不够等缺陷,给人事管理工作成效带来了一定影响。在这种情况下,事业单位人事制度改革势在必行。基于此,本文对地方事业单位人事聘用制度改革进行了分析,并提出了相关措施,以供参考。
All along, the process of personnel management in our institutions is mainly dominated by the management mode of party and government organs. However, under the continuous improvement and development of the socialist market economic system, such a management model has lagged behind and demonstrated the shortcomings of over-staffed administration and insufficient flexibility of the employing mechanism, which has brought some impact on the effectiveness of personnel management work . Under such circumstances, the reform of the personnel system in public institutions is imperative. Based on this, this article analyzes the reform of personnel employment system in local public institutions, and puts forward relevant measures for reference.
