随着石油开采业的不断发展,采油厂生产经营环境受资源约束的影响越来越大,石油的开发难度增加,市场竞争也更加白热化。加上石油生产管理是一项综合工程,涉及点多面广,监督内容也较为复杂。安全管理部门如何发挥职能作用,建立一整套科学、透明、严谨的安全监督管理制度,成为采油厂必须直面的问题。本文简要分析了采油厂管理中存在的问题,并对采油安全监督分级风险控制体系进行了探讨,通过制度的有效发挥,将人管理变为制度管理,有效保障了采油的安全生产和企业的高效发展。
