行政问责制与政府回应力关系密切,当前政府对公众诉求回应性不强,原因是多方面的,而行政问责制不完善、问责力度不够则是其重要原因。因此,完善和强化行政问责制是提高政府回应力的重要途径,具体地说,要解决好如下问题:改变(逐步)权力集中、责任分散的体制性问题;实行追责时效、职效关联制;实行问责多元制;扩大民主,保障人民的参与权。
The administrative accountability system is closely related to the government’s response. The current government’s responsiveness to the public demands is not strong for many reasons. However, the administrative accountability system is not perfect and the accountability is not enough is its important reason. Therefore, improving and strengthening the system of administrative accountability is an important way to improve the government’s response. Specifically, we should solve the following problems: to change (gradually) the institutional problems of concentrated power and scattered responsibilities; The system of accountability should be implemented. Democracy should be expanded to guarantee people’s right to participate.
