2010年底,俄罗斯卡玛斯公司总经理科戈金对媒体宣布:本公司将与意大利依维柯公司在平等的基础上,在俄建厂生产“猞猁”M65轻型多用途车(LMV),首批试验型车计划2011年问世,尔后进行批量生产,但是其加工和生产组织磨合工作需要5~6年时间。俄军采购LMV在俄罗斯引起广泛争议,有观点认为,俄罗斯已有比LMV性能更优,或至少相似的“虎”式轻型战车,没有必要进口,而且进口LMV会带来诸多问题。本文简要介绍俄高层对军队装备采购的看法,从剖析两种车型主要性能入手,评述自研与引进装备的利弊。
At the end of 2010, Kogijin, the general manager of Russia’s KAMAZ Company, announced to the media: The Company will establish an “M65” light multipurpose vehicle (LMV) in Russia based on an equal basis with Iveco Italia, The first trial-type car plans to come out in 2011, followed by mass production, but its processing and production organization run-in work takes 5 to 6 years. Russian procurement of LMV caused widespread controversy in Russia, the view that Russia has better than the LMV performance, or at least similar to “Tiger” light tank, there is no need to import, and LMV imports will bring many problems. This article briefly introduces Russian high-level view of military equipment procurement. Starting with the analysis of the main performance of the two models, the advantages and disadvantages of self-study and introduction of equipment are commented.
