“安全社区”的概念是在1989年世界卫生组织(WHO)第一届事故与伤害预防大会上正式提出来的,来自50个国家的500多名代表在会上一致通过了《安全社区宣言》。宣言指出:任何人都享有健康和安全的权利。这一原则是世界卫生组织(WHO)推进全人类健康及全球预防意外及伤害控制计划的基本原则。十多年来,推广“安全社区”概念就成为WHO在伤害预防和安全促进的一项重点工作。此后,安全社区计划在发达国家和发展中国家都得到了广泛的认同和快速发展。最初5年,确认为安全社区的平均每年1个,此后,数量逐渐增多,此后达到平均每年8个左右。其中一部分是在基层社区通过认可后,又扩大建设范围至全区乃至全市后,又再一次通过认可。此外,更多的安全社区正在建设和筹备中,并且已从经济发达国家扩展到发展中国家,例如泰国、印度尼西亚和孟加拉等国家。截止2006年9月,全球共有101个社区获得了世界卫生组织认可的“安全社区”称号。这些社区的人口从2000人到2000000
The concept of “safe community” was formally proposed at the 1989 World Health Organization (WHO) accident prevention and injury prevention conference. More than 500 delegates from 50 countries unanimously adopted the “Safe Communities declaration”. The declaration states: Everyone has the right to health and safety. This principle is the basic principle of the World Health Organization (WHO) to promote global human health and global prevention of accident and injury control programs. For more than a decade, promoting the concept of “safe community” has become a WHO priority in injury prevention and safety promotion. Since then, the safety community program has been widely recognized and rapidly developed in both developed and developing countries. In the first five years, the average number of communities identified as safe was one each year. Since then, the number has been gradually increasing, reaching an average of about eight each year thereafter. Part of this is approved once again by the grassroots communities, and after that, it is expanded again to the entire district and even to the whole city. In addition, more security communities are under construction and preparation and have expanded from economically developed countries to developing countries such as Thailand, Indonesia and Bangladesh. As of September 2006, 101 communities worldwide have earned the title of “Safe Communities” recognized by the World Health Organization. The population of these communities is from 2,000 to 2,000,000
