民国38年春,金圆券制在实行后不及一年已全面崩溃,人民对金圆券的信心全失,广东一带的人民使用港币,内地各省则使用银元,于是国民党政府于民国38年5月下旬乃著手草拟恢复实施银本位制,6月下旬明令公布,规定每五亿金圆可向中央银行兑换一元银圆。并于是年7月1日公布“银元及银元兑换券发行办法”。
In the spring of 1998, the Golden Circle coupon system collapsed less than a year after its implementation. The people lost confidence in the Golden Circle Vouchers. People in Hong Kong use Hong Kong dollars while other provinces in the Mainland use silver dollars. Therefore, the KMT government started the drafting in late May of the Republic of China Restoration of the implementation of the silver standard system, announced in late June, provides for every 500 million gold round dollar exchange to the Central Bank of silver. And on July 1 of that year, it promulgated the Measures for the Issuance of Silver Dollars and Silver Dollar Bonds.
