首先根据项目管理知识体系的九个知识领域及地铁工程项目管理过程中所涉及的因素,建立体现地铁工程项目管理绩效的评价指标体系。然后采用OWA算子赋权方法确定指标体系中各级指标的权重,并进行灰色聚类评价,构建OWA算子赋权方法与灰色聚类方法相结合的管理绩效评价模型。最后利用所建立的评价模型对某地铁工程项目进行管理绩效评价,得到各指标的管理绩效排序,验证该评价方法的可行性。
First of all, according to the nine knowledge areas of project management knowledge system and the factors involved in the subway project management process, an evaluation index system that reflects the performance of subway project management is established. Then, the weights of indicators at all levels in the index system are determined by OWA operator weighting method, and gray clustering evaluation is carried out to build a management performance evaluation model which combines the weighting method of OWA operator and gray clustering method. Finally, using the established evaluation model to evaluate the management performance of a subway project, the management performance of each index is sorted and the feasibility of the evaluation method is verified.
