当下政府行政方式正向服务行政、给付行政、授益行政转变。行政公产是政府公共行政的必然需求,是行政活动的前提和基础,是行政活动的物的手段和条件,对于促进社会公平正义、改善社会环境、增强公众幸福感具有重要的作用。目前由于法律规制的缺失、公产自身的脆弱及公产管理的混乱,时有侵占、侵吞、毁损公产等行为,因而必须在制度、司法等层面对行政公产加以特别保护,同时还需把对行政公产的有效管理和行政立法提到政府行政的重要议程上。
The current government administration is to serve the administration, to pay for administration, to benefit the administration of change. At present, due to the lack of laws and regulations, the fragility of public property itself and the chaos of public property management, occupying, embezzling and damaging public goods from time to time have to be specially protected in the aspects of system and judicature. At the same time, Effective administration and administrative legislation refer to the important agenda of government administration.
