近几年来,农村财务管理比较混乱,群众意见较大。据笔者调查,我省某县需要重点清理财务的有90多个村。从今年上半年已清理的35个村来看,贪污挪用公款公物的现象比较普遍。73人有经济问题,金额达87625元,其中贪污的21人,5837元。经过分析研究,我认为农村财务管理陷入混乱状况的主要原因:一是农村实行生产责任制后,农村经济由过去的“三级所有、队为基础”的管理体制,变成了千家万户的家庭联产承包责任制,目前与家庭联产承包责任制相适应的集体经济管理体制尚未建立起
In recent years, the financial management in rural areas is rather chaotic, and the opinions of the masses are relatively large.
