保康县重阳乡氟改水塔、店垭镇拦水坝是经县政府审批列入1991至1992两年“以工代赈”计划项目的两大供水工程。其工程量相当,投资额相当。我们目前对此进行了审计调查,看到的却是截然不同的两种景象:一个后上船者先上岸。重阳乡供水工程,1992年4月动工,年底竣工见益,总投资10.84万元(国拨6.5万元,自筹3.2万元);一个是先上船者未登岸,店垭镇供水工程于1991年10月动工至今一年半,投资6.3万元(国家资金)仅完工总工程量的45%。是什么原因造成这一强烈的反差呢?不能不引起人们的深思:重视不同,结果不同。同是人民急需的工程,一个乡是水氟含量高,影响人体健康;一个镇是供水紧张,人们吃水难。重阳乡党委政府全力支持人饮工程
