2010年4月,财政部部长谢旭人在《求是》杂志发表的署名文章《坚定不移深化财税体制改革》中提到,“完善社会保障筹资形式与提高统筹级次相结合,研究开征社会保障税”。其后,在博鳌亚洲论坛2010年年会上,全国社保基金理事会理事长戴相龙表示,社会保障税早晚要征收,宜早不宜迟。
