1、制定海湾型城市大公交突破口,全力打造海湾城市大公交体系的基础远期目标,开阔视野,着眼未来,把厦门海湾型城市大公交体系的指标,放在国际上现代化程度较高的城市标准来考量,根据现有基础和城市发展潜力,构建陆、海、空现代化立体交通网。在总体目标上,必须建立起规模宏大、功能齐全、手段多样、管理先进、设施一流的海湾型城市大公交格局。同时要超前谋划发展以厦门为中心,包括泉州、漳州整个现代化城市组团的大交通体系。中期目标,要重点建设和不断完善海湾型城市大公交体系。在总体目标上,争取达到国内先进城市的水平。在总体布局上,逐步形成道路公交、海上公交、轨道公交的多层次、综合性、立体型的城市公交格局,并与铁路、公路、航运、民航等大交通体系紧密衔接,形成管理、服务一体化,且具有较强的对外辐射功能。从具体的实现形式上,就是在厦门行政区域内,从市中心区域出发,
