[目的]了解连云港市基层疾病预防控制人员现状,为加强疾病预防控制体系建设提供决策依据。[方法]采用统一调查表,对全市8个县区的基层医疗卫生机构疾病预防控制人员的基本情况、年龄、学历、专业、职称及承担工作情况等方面进行全面调查。[结果]全市基层疾病预防控制人员共689名,平均年龄38.90岁,正高职称占1.74%,副高职称占0.58%,中级占19.59%,初级职称占43.83%,士/员占24.38%,无职称占9.87%。本科占4.79%,大专占28.74%,中专及以下占65.17%,无学历人员占1.31%。公共卫生专业占44.12%,护理专业占17.56%,临床专业占14.95%,无专业占7.98%。[结论]连云港市基层疾病预防控制人员老龄化问题不突出,但低学历、低职称为主,非专业人员过多,人力资源缺乏且配置不合理。政府、卫生行政部门及卫生机构应落实措施,加强基层疾病预防控制队伍建设。
[Objective] To understand the status quo of grassroots disease prevention and control staff in Lianyungang and provide decision-making basis for strengthening disease prevention and control system. [Methods] A unified questionnaire was used to conduct a comprehensive investigation of the basic conditions, age, education background, major, job title and job performance of disease prevention and control personnel in primary health care institutions in 8 districts and counties throughout the city. [Results] There were 689 grassroots disease prevention and control staff in the city, with an average age of 38.90 years, 1.74% of students with high professional titles, 0.58% of students with secondary titles, 19.59% of students with intermediate titles, 43.83% of junior titles, and 24.38% of employees with disabilities. Job title 9.87%. Undergraduate 4.79%, college accounted for 28.74%, technical secondary school accounted for 65.17%, no education staff accounted for 1.31%. Public health accounted for 44.12%, nursing profession accounted for 17.56%, clinical professional accounted for 14.95%, no professional accounted for 7.98%. [Conclusion] The problem of aging of grassroots disease prevention and control staff in Lianyungang is not prominent, but low education, low professional title, excessive non-professional staff, lack of human resources and unreasonable allocation. The government, health administrative departments and health institutions should implement measures to strengthen the construction of grass-roots disease prevention and control team.
