为贯彻落实党中央和国务院的决策部署,进一步强化水资源开发、利用、节约保护和管理工作,2013年12月23日省政府办公厅印发了《实行最严格水资源管理制度考核办法的通知》,12月25日,省政府出台了《关于实行最严格水资源管理制度的实施意见》。
