当代中国政策语境下创新创业的理论内涵具有一个历史发展过程。创新创业成为国家战略,当代青年肩负更大的历史责任。当代青年创新创业的社会环境取得了进步,速度有较大增长,政策支持力度不断加大,结构有所改善,但整体发展仍处于国际中游水平,高技术创新创业和机会型创业不足,融资缺口大,规避风险机制有待加强等。从共青团服务青年创新创业看,存在着共青团服务青年创新创业能力与青年创新创业意愿之间有较大差距、共青团青年创新创业工作存在精英取向和城市取向、共青团创新创业工作的各自为战与力量分散的弊端并存等突出问题。为此,共青团要找准服务青年创新创业的主要着力点,积极通过服务青年创新创业来实现就业弹性的增长,加大在中西部地区、地市级城市和县域城市青年创新创业的工作力度和资金扶持力度,打造在第三产业、新兴产业和新业态的工作品牌,面向国际、面向社会组织、面向企业内部引导和支持青年创新创业。
