西部地区经济发展的水平和工业化进程相对落后性决定了西部统筹城乡发展的特殊性。通过对西部地区城乡关系和工农关系基本态势的评价,西部地区不具备选择经济发达地区的建工补农模式的条件,而应当选择政府主导、财政支持的工业化与城镇化的协调推进模式。这一模式的实现路径有:以农村的城镇化、城镇的城市化、农村工业化推进西部地区的统筹城乡发展,完善西部地区统筹城乡发展的支持体系。
The relative backwardness of the economic development in the western region and the industrialization process determines the particularity of the coordinated development of urban and rural areas in the western region. Through the evaluation of the relationship between urban and rural areas in the western region and the basic situation of the relationship between industry and agriculture, the western region does not have the conditions to choose the mode of construction and rural subsidies for agriculture in the economically developed areas. Instead, it should choose the mode of coordinated promotion of industrialization and urbanization led by the government and financed. The realization of this model includes promoting the overall planning of urban and rural development in the western region, improving the urban and rural development in the western region through urbanization of rural areas, urbanization of cities and towns, and rural industrialization.
