基于河北省25个县(市)173家农户的问卷调查数据,对农民的农村社会养老保险参加意愿及其影响因素、农民对养老保险水平的选择进行了实证分析,得出结论:河北省农村地区对社会养老保险需求强烈,农民的个人特征、家庭特征等差异对农村养老保险制度的设计及实施影响显著,应该列入制度改革的考量范畴;农民养老观念已经开始由“家庭养老”向“社会养老”转变,政府应充分考虑农民的不同心理需求与参与意愿,制定更为合理的制度。
Based on the questionnaire survey data of 173 households in 25 counties (cities) of Hebei Province, this paper analyzes the farmers’ willingness to participate in rural social endowment insurance and its influencing factors, and makes empirical analysis on the choice of the level of endowment insurance for farmers. The conclusion is that rural areas in Hebei Province The strong demand for social endowment insurance in the region, the peculiar characteristics of peasants, family characteristics and other differences have a significant impact on the design and implementation of the rural endowment insurance system, which should be included in the scope of the system reform. The concept of peasant pension has begun to change from “ To ”social pension" change, the government should give full consideration to the different psychological needs of farmers and their willingness to participate in the formulation of a more reasonable system.
