长期以来,中国石油吉林石化公司进口物资采购以中间代理商和经销商为主要渠道,2009年代理商占生产供应商的比例达到了80%以上。尽管代理商或经销商在部分环节确实为物资采购带来了便捷的服务和灵活的操作,但是也存在诸多不利的影响,不仅使采购成本长期居高不下,而且采购质量经常难以保证。同时由于各种代理商经营行为不规范,易于使企业滋生腐败现象。公司从缩短供应链、加强供应链管理入手,对进口物资实施寻源厂家、直接采购的举措,不仅大幅降低了采购成本,提高了采购质量,而且企业经营环境得到了有效改善,企业相关从业人员的廉洁风险也得到了有效规避。
