由于信息不对称,传统的规制方法导致政府“规制失灵”。这引发了理论界和产业界对政府规制方式进行调整和完善的思考。激励性规制由此被引入传统自然垄断产业。本文阐释和分析了激励性规制在电信产业中的应用及其所带来的规制效率的提高,旨在为我国的政府规制和电信改革提供有益的借鉴和参考。
Due to information asymmetry, the traditional regulatory approach led to the government “regulatory failure ”. This has caused the theoretical circles and industry to adjust and improve the government regulation. Incentive regulation is thus introduced into the traditional natural monopoly industries. This paper illustrates and analyzes the application of incentive regulation in the telecom industry and the regulatory efficiency brought by it. The purpose of this article is to provide useful reference and reference for the government regulation and telecom reform in our country.
