不成熟的市场经济机制与不完善的政府管理制度体系是导致我国目前包括房地产市场在内的各种市场经济活动不断出现新问题和不和谐现象的根本原因。在房地产市场活动中,需求、地方政府和银行这三只看得见或看不见的手在推动我国房地产市场发展中起到非常关键的作用,尤其是政府在房地产市场经济中起主导作用。但是近年来由于利益等多方面的原因,这三只手也出现了某些局部不正常的问题,产生了许多负效应。房产价格长时间持续上涨并居高不下,除了开发商自身市场行为的原因之外,无不与这三只大手有着密切关系。正是这三只手“不谋而合”的作用力使我国的房地产市场偏离了市场规律,造成以住房价格机制畸形发展,使大多数老百姓买房难或买不起房。同时,这三只手也是推阻中央政府调控政策落实甚至使其“不能出中南海”的主要力量。因此,将这三只手曝光于“公众的阳光”之下,对于中央政府更有效地解决百姓住房难,保证房地产市场真正健康发展有着重要的意义。
Immature market economic mechanism and imperfect system of government management are the root causes of the continuous emergence of new problems and discordant phenomena in various market economic activities including the real estate market in our country. In the real estate market activities, the three visible or invisible hands of demand, local governments and banks play a very crucial role in promoting the development of China’s real estate market. In particular, the government plays a leading role in the real estate market economy. However, in recent years due to various reasons such as the interests of the three hand also appeared some of the problems are not normal, resulting in many negative effects. Property prices continued to rise for a long time and remained high, in addition to the reasons for the developer’s own market behavior, are all closely related with these three big hands. It is these three “coincidental” forces that make China’s real estate market deviate from the laws of the market, resulting in the abnormal development of the housing price mechanism so that most ordinary people can not buy a house or can not afford housing. At the same time, all three are also the major force pushing the central government’s control policies even to “make it impossible for Zhongnanhai.” Therefore, exposing these three hands to the “public sunshine” is of great significance to the central government in more effectively solving the housing difficulties of the people and ensuring the real healthy development of the real estate market.
