党的十六届四中全会首次完整提出“构建社会主义和谐社会”概念,把不断提高构建社会主义和谐社会的能力作为党的执政能力之一,将和谐社会建设放到了突出位置。党的十六届五中全会对“十一五”时期加强和谐社会建设提出了一系列方针和部署,将促进社会和谐作为“十一五”时期我国发展的重要目标和必要条件,充分体现了党中央对社会主义和谐社会建设的高度重视。构建社会主义和谐社会是党从全面建设小康社会、开创中国特色社会主义事业新局面的全局出发提出的一项重大任务,是对马克思主义理论的重要丰富和发展,是对什么是社会主义、怎样建设社会主义的又一次理论升华。深刻理解和把握构建社会主义和谐社会的丰富内涵,对全面落实科学发展观,促进我国经济社会协调发展全面进步,实现全面建设小康社会宏伟目标,意义重大。为了推动构建社会主义社会和谐社会的理论研究,本刊编辑部近日组织了一组专家笔谈,对构建社会主义和谐社会中的一系列重大理论和实践问题进行了深入探讨。
For the first time, the Fourth Plenary Session of the 16th Central Committee of the Party put forward the concept of “building a harmonious socialist society”. Taking the continuous improvement of the ability to build a harmonious socialist society as one of the governing capabilities of the party, the construction of a harmonious society has been put in a prominent position. The Fifth Plenary Session of the 16th CPC Central Committee put forward a series of guidelines and plans for strengthening the building of a harmonious society during the 11th Five-Year Plan period. It will promote social harmony as an important objective and a necessary condition for the development of China during the 11th Five-Year Plan. CPC Central Committee attaches great importance to the construction of socialist harmonious society. Building a Socialist Harmonious Society is a major task proposed by the party from the overall situation of building a well-off society in an all-round way and creating a new situation in the cause of socialism with Chinese characteristics. It is an important enrichment and development of the Marxist theory and an analysis of what is socialism and how Another theory of building socialism sublimation. Profoundly understanding and grasping the rich connotation of building a socialist harmonious society is of great significance to the full implementation of the scientific concept of development, the all-round progress of China’s economy and society in a coordinated manner and the realization of the grand goal of building an overall well-to-do society.
