以现代文化引领新疆跨越式发展和长治久安,显现着主政者期待用深邃远大的观念智识,孕育、激发契合于目标任务的素质能力的明确动机。基于新疆经济社会发展的实际,决定了实现跨越发展和长治久安远非惯常性动员、组织实施所能达成。以现代文化引领新疆大局,意味着确定跨越式发展路径的过程也是区域发展创新的选择、学习和淘汰交替进行的系统演化过程,要求人们首先是精英人群树立问题意识、反思精神和主体意识,理性对待传统文化的现代转型,挣脱陈旧观念羁绊,永葆进取向上的精神状态,不断增强自我发展能力,努力提高自主创新水平。
