目前,“三集五大”体系建设已进入关键阶段,对于县级供电企业而言,“三集五大”体系建设的同时,还伴随着“农电体制改革”及“主多分离”。在上述三项改革过程中,存在着三大平稳过渡问题,即在农电体制改革到位后,如何实现安全生产管理模式由代管型向直供直管型的平稳过渡;在“五大”体系建成后,县级供电企业安全生产管理方法如何实现由传统型管理向精益化管理平稳过渡;在“主多分离”改革完成后,如何实现企业员工队伍安全生产意识和安全工作热情进一步提升
