香港的民间慈善事业和志愿者服务是香港社会保障体系的重要组成部分。可以说,香港的繁荣与稳定离不开民间力量的参与与维系。 由于香港政府一直不愿承担为社会成员提供保障的责任,导致香港地区的社会保障制度起步较晚,社会保障的水平明显滞后于经济的发达程度。如,末建立老年年金制度;对伤残人士及其遗属和失业人员保障不足;公共援助也多是帮助市民渡过一般困难时期,不可能成为长期的收入保护措施,等等。这些残缺不全的项目和空白点,以及大量的福利服务,便靠民间力量来填补和承担,从而决定了民间力量在香港社会保障体系中的作用和地位。因此,深得港英政府倚重。
Hong Kong’s civil charities and volunteer services are an important part of Hong Kong’s social security system. It can be said that the prosperity and stability of Hong Kong can not be separated from the participation and maintenance of civil power. As the Hong Kong Government has always been reluctant to shoulder the responsibility of providing security to members of the community, the social security system in Hong Kong started relatively late and the level of social security lags far behind that of the economy. For example, the establishment of an old age pension system at the end of the year; the protection of the handicapped and their survivors and the unemployed are not enough; public assistance is also mostly helping the general public through difficult times and making it impossible to become a long-term revenue protection measure. These incomplete projects and gaps, as well as a large number of welfare services, are filled and borne by civil forces, which determines the role and status of the private sector in Hong Kong’s social security system.
