目的了解四川省疾病预防控制机构基本情况及其困难与需求,为疾控机构改革发展和建设提供依据。方法分层随机抽取四川省省、市、县3级疾控机构,对其领导进行面对面问卷调查和访谈。结果44家疾控机构共3435人,其中省级753人,市级平均99人,县级平均50人。每万人拥有省级疾控人员0.09人、市级疾控人员0.08~0.75人,县级疾控人员0.43~4人。2004年需要上级协助处理的突发公共卫生事件数市级平均有2.3起,县级平均有1.87起。经费紧张和人才缺乏是疾控机构面临的主要困难,面临的主要公共卫生问题为突发事件处理和急性传染病控制,主要的需求是培训和学习。结论需大力加强对四川省疾控机构的投入,加快人力资源开发和利用。
Objective To understand the basic conditions, difficulties, and needs of Sichuan’s disease prevention and control agencies, and provide basis for the reform, development, and construction of disease control institutions. Methods The stratified disease control agencies at the provincial, city, and county levels in Sichuan Province were randomly selected to conduct face-to-face questionnaire surveys and interviews with their leaders. Results There were 3435 people in 44 disease control institutions, including 753 at the provincial level, 99 at the municipal level, and 50 at the county level. Each 10,000 people have provincial-level disease control personnel of 0.09, city-level disease control personnel of 0.08 to 0.75, and county-level disease control personnel of 0.43 to 4 people. The number of public health emergencies that needed to be handled by the superior in 2004 was an average of 2.3 from the municipal level and 1.87 from the county level. The shortage of funds and the shortage of talents are the major difficulties faced by the disease control agencies. The main public health problems faced are the handling of emergencies and the control of acute infectious diseases. The main demand is training and learning. Conclusion It is necessary to strengthen the investment in disease prevention and control institutions in Sichuan Province and accelerate the development and utilization of human resources.
