陕北作为西部欠发达地区,在以能源工业为基础的经济高速发展的同时,伴随的是社会文化发展滞后,公共文化建设中多重政绩、少实效,导致公共文化建设的长期徘徊不前。充分探析陕北地区公共文化建设的制约因素和有利条件的基础上,立足于特色文化,建设传统与现代相结合、与时俱进的可持续公共文化。
As an underdeveloped western region, with the rapid economic development based on energy industry, North Shaanxi is accompanied by the lagging social and cultural development, the multiple achievements in public cultural construction, and the lack of practical results, resulting in the long-term stagnation of public cultural construction. On the basis of fully analyzing the restrictive factors and favorable conditions for the construction of public culture in northern Shaanxi, a sustainable public culture based on distinctive culture and building a combination of tradition and modernity and advancing with the times is established.
