中国电子政务公共服务大约发端于20世纪90年代中期,随着个人电脑的普及和互联网传入中国而兴起,十多年来,无论是社会信息化水平整体提高所产生的环境推力、政府自身的内在动力,还是源于网络舆论兴起而产生的社会压力,都要求政府部门不断增加电子政务公共服务的内容,不断完善公共服务提供的便利性。但是目前我国地方政府的电子政务公共服务水平总体来看不容乐观,与发达国家的一些优秀案例相比还存在着不小的差距。主要探讨我国电子政务公共服务的现状。
China’s e-government public service started around the mid-1990s. With the popularization of personal computers and the introduction of the Internet into China, the public service has grown over the past decade or so, both in terms of the environmental thrust generated by the overall improvement in the level of social information. Internal motivation, or from the rise of public opinion on the Internet caused by social pressures, require government departments to continuously increase the content of e-government public services, and constantly improve the convenience of public services. However, at present, the public service level of e-government of local governments in our country is not optimistic as a whole, and there are still some disparities compared with some outstanding cases in developed countries. Mainly explore the status quo of public service of e-government in our country.
