当代中国行政改革处于全球化的大背景下,行政改革遇到诸多的困境与障碍,其根本性的原因是:我国在从传统行政向公共行政的转变过程中存在着比较严重的制度短缺现象。为克服相关的行政改革困境,以制度创新作为行政改革的目标取向以及借此夯实行政改革的基础应是至关重要的。文章针对行政改革中出现的问题,提出了一些行之有效的解决方案。 Under the background of globalization, contemporary administrative reform in China is faced with many difficulties and obstacles. The fundamental reason is that there is a serious shortage of system in the transition from traditional administration to public administration in our country. In order to overcome the related administrative reform dilemma, it is crucial to take system innovation as the goal orientation of administrative reform and to consolidate the basis of administrative reform. The article proposes some effective solutions to the problems in administrative reform.
