一、体制改革取得成效,挑战依然大于机遇上海燃气行业自1997年6月实行体制改革。设想通过理顺资产关系、实行产销分开、形成适度竞争、优化朴贴机制、加强行业管理,达到转换企业经营机制、增强企业活力、提高燃气供应服务水平、优化财政补贴机制、减少政策性亏损、扭转经营性亏损、满足上海社会经济发展需要。遵照市府的决策,实行产、销两个环节分开,成立两个有限公司。制气集团有限公司下属四个制气公司同时成立,连同上海焦化有限公司共五个制气单位,为引入适度竞争提供了前提。各燃气经营公司在稳定供气基数及价格、补贴之后,苦练内功、深化改革、改善管理、优化机制、控制成本、拓展业务,各自取得了阶段性的成果:遏制了燃气行业财政补贴连年增加的势头,也使燃气行业在劳动生产率和群众满意率两方面有较大提高。但是,在燃气行业改革的过程中,一些问题开始表现出来:(1)由
