我国目前正在大规模开展着建设工作,到处感到科学人才的缺乏,只有迅速培养科学人才,壮大我们科学工作者的队伍,才能适应国家的需要。大家知道在培养青年科学工作者方面,通过在工作中的学习和体会锻炼科学工作能力最实际的办法。但是因为科学研究工作往往是很专门的,范围仄小,因此从工作中学习虽然可以对於这一小范围的知识知识得很深入很详细,超过了这个范围以外的知识使所知有限了。同时专门性质的研究题目往往需要很长的时间,如果只憑这样的方式来培养人才是不会迅速的,所以我们需要有计划有步骤地来培养青年一代。要求做到按时计程的培养,也就是在人才的质与量上可以按时计程地得到收获。
