唐朝在周边各少数民族地区内遍设羁縻府州,由于各少数民族处于不同的社会发展阶段,因而各羁縻府州的类型各有不同,东北边疆契丹松漠都督府和奚饶乐都督府是建立在契丹、奚两族部落联盟形式基础之上的,两族在设立羁縻府州之后,在羁縻府州形式之下与唐王朝保持着朝贡藩属的关系。朝贡无论是政治上还是经济上都起到了加强边疆民族地区与中原地区的一体关系,密切边疆和中原之间的经济、文化交流,促进边疆地区社会发展,维护中央政权对边疆地区统辖权的重要作用。
