一、韩国大概算得上中等腐败的国家反腐败国际非政府机构——国际透明性机构自从1995年开始,每年都会发布按国家排列的“国际透明性机构腐败认识指数”。以10分为满分,数值越趋近于零,排名越靠后,就说明越腐败;数值越高,排名越靠前,表明越廉洁。4分以下表明整个社会都很腐败,而7分以上则说明整体上比较廉洁。多年来,韩国总体上处于4~7分,排名多在40~50位,属于中等程度腐败国家。而且有朝廉洁国家发展的趋势。得分逐渐提高,排名趋于
