社会与经济趋势预示着以和平文化和良好的可持续发展环境为其主要特征的“人本化”教育管理模式即将诞生。职业技术教育的价值观、态度、政策与实践将使更多的人接受职业技术教育,使职业技术教育能为满足人力资源开发的需要并能促使人有效地进入工作世界。现代职业技术教育的关键问题是,满足社会上个人的需要和开发个人的潜能。为所有人提供技能的职业技术教育,在形势下将发挥关键性作用。“所有人”应包括穷人、被遗忘的人和未曾想到的人;接受教育是基本人权。
Social and economic trends indicate that the “humane” education and management model featuring the culture of peace and a good environment for sustainable development is about to emerge. The values, attitudes, policies and practices of vocational and technical education will enable more people to receive vocational and technical education so that vocational and technical education can meet the needs of human resources development and enable people to enter the working world effectively. The key issue of modern vocational and technical education is to meet the needs of individuals in society and to develop their potential. Vocational and technical education that provides skills for all will play a key role in the situation. “Everyone ” should include the poor, those who have been forgotten and those who have never thought of it; education is a fundamental human right.
