2003年以来,成都市围绕破解城乡二元结构、实现城乡一体化,自上而下稳妥渐进地推动城乡统筹综合配套改革,取得了良好的宏观运行效果,但由于各区(市)县存在发展梯度和发展特征的差异,城乡统筹改革试验仍需区县乃至更小层面的实践并自下而上地进行修正。《青白江城乡统筹发展规划》就是在这一大背景下展开的,其目标是建构青白江区城乡统筹工作的整体框架,同时试图寻求成都自上而下的城乡统筹改革在区县特别是基层农村深入落实的路径,为新时期成都推进下一阶段的综合配套改革试验提供基层实践的检验和借鉴。
