一、商业企业国有资产改造的概况 上海是国际闻名的大都市,是全球各国首脑和商贸、旅游人士向往我国投资、商贸考察、旅游观光的热点。但长期来,由于管理体制未理顺等原因,商业网点改造建设跟不上改革开放发展的需要。据不完全统计,截止1989年,本市商业网点建筑面积约350万平方米,其中国有直管房约有300万平方米(计租面积)这些商业网点的房屋大部分始建于二、三十年代,甚至更早,建筑结构较差和设备功能不完善,绝大多数已破旧,需大修。
I. Overview of State-owned Assets Restructuring in Commercial Enterprises Shanghai is an internationally-known metropolis. It is a hot spot for heads of state, business, and tourism people from all over the world to look for investment, business trips, and sightseeing in China. However, over the long term, because of the unreasonable management system, the renovation and construction of commercial networks cannot keep pace with the needs of reform and opening up. According to incomplete statistics, as of 1989, the city’s commercial network construction area was approximately 3.5 million square meters, of which state-owned direct management houses had approximately 3 million square meters (rented area). Most of these commercial network houses were built on the second and third floors. In the decade or even earlier, the structure of the buildings was poor and the function of the equipment was imperfect. Most of them were worn out and required major repairs.
