与私人物品相比较,公共物品是指消费上的非竞争性,占有上的非排他性物品。社会保障是一种公共物品或准公共物品,社会保障的公共性主要指社会保障产品的公共性,社会保障产品部分具有公共物品的特征,部分产品却不完全具备。在我国只有建立起覆盖全体国民的社会保障体系,更加科学合理地进行社会保障这一公共物品的供给才能从真正意义上说我国建立了现代社会保障制度。
Compared with private goods, public goods refer to the non-competitive, non-exclusive possession of goods. Social security is a kind of public goods or quasi-public goods. The publicity of social security mainly refers to the publicity of social security products. Some social security products have the characteristics of public goods and some products are not fully equipped. Only in our country can we establish a social security system covering all the people and make the provision of public goods more scientifically and reasonably possible to establish a modern social security system in our country.
