王国维先生用了三句诗词,高度概括了学者治学从立志、苦学到豁然开朗的三种境界、三个阶段。以此类比,将此概念推及到“严以用权”的实施过程中,也存在三种境界、三个阶段,即知权边界、用权谨慎到明权真谛。只有充分了解、认识三者的具体内容和因果关系,才能在权力运用的反复实践过程中,不断总结,不断提高,逐步增强服务国家、服务社会的能力和水平。
