2009年,国家三部委提出取消二级路收费的方案,云南省根据自身公路建设的现状,决定抓住机遇,争取国家政策,延长两年取消收费,并在延长期内在原农村公路、普通公路的基础上,再行修建59条二级公路,通过“以建代养”改善云南省路况质量,全面提升道路等级。由此,从2009年下半年开始,打响了云南省二级公路建设的大会战。由于工期短,资金紧,省政府决定,全省59条在建二级公路按批复总投资的25%的比例扣除资本金外,剩余的75%全部由省交通运输厅“统贷统还”。
