在总量控制中是根据区域污染治理费用最小原则确定各排污单位的排污削减量,因此应将区域优化治理投资总费用在各排污单位间公平合理地分摊。该文阐明了公平合理的费用分摊方案应满足的条件,提出了4种分析与处理优化治理投资费用分摊的方法:建立优化治理投资费用分摊的多目标规划模型,并用最小距离理想点法求解之;在对满意度进行定义的基础上,提出基于满意度的优化治理投资费用分摊方法;建立优化治理投资费用分摊的协商与仲裁模型;建立基于多人合作对策思想的优化治理投资费用分摊模型,并用Shapley值法、核心法、CGA法和MCRS法求解之。最后通过一个案例对这些方法进行了验证。

Finally, a case of these methods were validated.
