以社会救助、社会保险、社会福利和社会优抚为基本内容的社会保障体系在新疆建立之后,面临的一个重要任务是政府作为社会保障的责任主体如何整合全社会的保障资源,以实现资金来源多元化,保障制度规范化,管理服务社会化,从而实现全社会保障资源的优化配置。社会保障(英文social security即社会安全)产生发展一百多年来,已成为市场经济体制不可缺少的重要组成部分。社会保障在发挥巨大社会效益的同时,也为市场主体带来巨大的物质财富和经济效益。社会从社会保障中获得利益,同时也必须承担社会保障的义务和部分责任。特别是进入上世纪80年代,如何由社会分担政府单独承担的社会保障责任已成为社会保障改革进程中关注的焦点。
