煤层气是一种高发热量的清洁能源,同时也是一种温室气体;煤层气的主要成分甲烷的温室效应约是CO_2的21倍,加强对煤层气资源的开发利用对减少温室气体,改善能源结构,有着重大意义。辽宁省作为我国最早进行煤层气抽采利用的省份之一,有着其特殊性、重要性和代表性,本次社会调研通过对辽宁省阜新、铁法、沈阳、南票和抚顺五个典型矿区的煤层气抽采及利用情况进行深入调查,统计分析了各大矿区煤层气资源储量及抽采利用情况,阐述了辽宁省典型矿区煤层气抽采技术工艺,深入研究了抽采利用煤层气在环境与资源方面产生的效益,论证了煤层气抽采利用对节能减排的重大作用,针对现阶段煤层气抽采的实际情况,提出了煤层气开发与利用的政策建议。

According to the actual situation of CBM recovery at the present stage, some policy suggestions on CBM development and utilization are put forward.
