叱咤风云的拿破仑曾经说过:一支军队的实力,四分之三是由士气构成的。士气是构成军队战斗力的精神要素,其高低直接影响到作战的胜负。所谓“士气”,就是指双方的军心。在战争中如果一方通过各种手段造成对方士气低落,军心涣散,就可达到使对方不战自败的目的。在战争中运用心理战手段,其效果不亚于在战场上消灭敌方有生力量。震惊世界的海湾战争就是一个很好的例子,美军除在军事上猛烈打击伊拉克外,布什总统还直接授权美军对伊军展开心理战。而伊方审时度势,则采取“以拖待变,分化联盟”的策略,也起到了一定的作用。
