房地产市场发展与民生问题息息相关。以调控房价为主要目标的房地产宏观调控,自1988年国务院召开“第一次全国住房制度改革工作会议”开始,共经历了五个阶段:1988~1996年、1998~2002年、2003~2007年、2008~2010年4月、2010年4月至今。在不同的阶段,调控措施的重点和指向都有一定差别。从“价、量、投资”的角度来看,房地产业变化的趋势与历次宏观调控的目标并不同步。现阶段,在我国宏观经济走势影响下,以控制房价为主要目标的“房地产新政”面临重大考验,需预防双重泡沫的产生。房地产调控的未来效果与政策的力度及其持续性密切相关。房地产调控目标的实现将考验政府的施政智慧。
The development of real estate market and people’s livelihood are closely related. Since the State Council held the first “National Housing Reform Conference” in 1988, the macro-control of real estate with the main goal of price control has gone through five stages: 1988 ~ 1996, 1998 ~ 2002, 2003 ~ 2007, 2008 ~ April 2010, April 2010 to date. At different stages, there are some differences in the focus and direction of control measures. From the perspective of “price, quantity and investment”, the trend of real estate changes is not synchronized with the previous macro-control targets. At this stage, under the influence of the macroeconomic conditions in our country, the “Real Estate Deal”, with the main goal of controlling house prices, is facing a major test and prevention of the emergence of a double bubble. The future effect of regulation and control of real estate is closely related to the strength and persistence of policies. Realization of the goal of real estate regulation will test the government’s administrative wisdom.
