以循环经济理论为基础,将农作物秸秆能源产品的生产和利用费用最小、环境污染达标且环境污染治理费用最小为目标函数,以东北三省2009年农作物秸秆资源总量为例,在综合考虑现有资源、技术、经济性和国家相关规划的条件下设定相关约束条件,运用线性规划优化方法对东北三省“十二五”期间农作物秸秆能源产品结构优化。结果表明,东北三省每年产生的5 729.2万t的农作物秸秆资源可以生产2 038.4万t标准煤的能源产品。最佳用量比例依次是薪柴占41.0%,沼气占24.5%,成型燃料占23.9%,秸秆柴油和秸秆乙醇合计为9.6%,其他各种秸秆能源产品用量的最佳比例均不超过1%。
Based on the theory of circular economy, taking the production and utilization costs of crop straw energy products as minimum, the environmental pollution compliance and the minimum environmental pollution control costs as objective functions, taking the total amount of crop straw resources in three provinces in Northeast China as an example, Resource, technology, economy and relevant state planning, the paper optimizes the structure of crop straw energy products in the three northeastern provinces during the “12th Five-Year Plan” by using the linear programming optimization method. The results show that 52.792 million tons of crop straw resources produced annually in three provinces of Northeast China can produce 20.384 million tons of standard coal energy products. The optimal proportion of fuelwood was 41.0%, biogas accounted for 24.5%, molding fuel accounted for 23.9%, straw diesel and straw ethanol accounted for 9.6%, and the best proportion of other straw energy products did not exceed 1%.
