人类历史发展到今天,法治成为主要的治国理政的方式,它的出现适应了市场经济和现代民主制社会。对于我国而言,依法治国的着力点是厘清权力边界,其原因:一是法治的客体是公共权力,二是权力的特殊性决定了权力行使必须有边界,三是权力边界意味着权力必须受到监督和制约,四是权力有边界权利有保障。
The development of human history today, the rule of law as the main way to govern the country, its appearance has adapted to the market economy and modern democratic society. For our country, the focal point of governing the country according to law is to clarify the boundary of power because of the following reasons: first, the object of the rule of law is public power; second, the particularity of power determines that the exercise of power must have a boundary; third, the boundary of power means that power must be subject to Supervision and restriction, and fourthly, the right of the boundary of power is guaranteed.
